Initially, it is important to understand that the global disruption caused by the pandemic remains dynamic, and travel regulations are constantly being amended in accordance with UK and Italian government directives, which, in turn, could affect the following advisory. We will, therefore, update the following information as is necessary.
Trawling through the current travel rules can be a bit of a nightmare, with confusing advice and recommendations coming from all sides. The purpose of this advisory is to help our clients to understand the procedure to be followed to ensure a safe and trouble free journey to and from Italy, this coming winter season.

- All travellers from the UK to Italy must be fully inoculated against COVID-19.
- Proof of this must be carried by way of a digital app or a completed manual form.
- Both forms of certification are available on line via the following NHS website links.
The digital app can be downloaded from www.gov.uk/guidance/nhs-covid-pass
Alternatively, a manual document can be printed out after completion from www.nhs.uk/conditions/coronavirus-covid-19/covid-pass/get-your-covid-pass-letter
You must carry your digital form on your phone or have your manually completed form with you as you may very well be asked to produce this at the airport.
All non EU passports must be of a maximum duration of 10 years with at least 6 months validity from the date of returning to the UK after your holiday.
Passenger Locator Form
An outbound passenger location form (or EU PLF) must be completed for each person travelling. The form must be submitted online no more than 48 hours prior to departure from the UK.
A further passenger location form must be completed for your return flight to the UK, and again, no more than 48 hours prior to your return flight.
Your return PCR test booking reference number must be added to this form, before submitting it online. We will come to this further down the advisory.

Currently, it is compulsory for all UK travellers to Italy to have undertaken a PCR or an approved molecular flow test, no more than 48 hours prior to departing the UK, then a further ‘Day 2’ test upon return to the UK.
It is recommended that travellers book and pay for both tests at the same time. For the outbound test, please ensure you book at least 7 days in advance to avoid the possibility of being unable to do so.
Your ‘Day 2’ return test pack will include a booking reference number which you must add to your homebound passenger locator form, before submitting it online. The ‘Day 2’ test must be taken within 48 hours of arriving home.
Although we do not recommend any particular test providers, we can advise that Express Test seems to be one of the most financially reasonable and reliable, countrywide, service providers.
At the Airport
- Face masks must be worn at all UK and Italian airports, with the exception of bars and restaurants.
- Masks must also be worn on board all flights other than during time spent for the consumption of food and drink.
- Masks must be changed every 4 hours and the used masks disposed of in accordance with each airline’s conditions of carriage. Your flight attendant will generally dispose of these for you.
We do suggest taking a sealable plastic bag with you as a contingency and disposing of the mask at your first opportunity, in the bag.
